that is usually a sign of a bad pressure switch. On some models they can be replaced. IF they are in the back of the "tri-flo" heater (it is actually 2 long narrow tubes with the thermistors screwed into one end), those cannot be replaced and you would need a new heater. If they are on a 2" chrome heater tube that is part of the control pack, they can be changed easily enough. I recommend draining the tub first and loosing the unions at the ends of the heater tube to keep water from hitting the PC board. Also, do all of this while the tub is powered down/OFF!
