Balboa gvs500 troubleshooting

Hi I have a Great Lakes hot tub that operates off the balboa gvs500 board. After I got it and before it was installed my son took it upon himself to disassemble the topside control. Let me mention I have not seen the hot tub function before. So I got the proper gfci breaker and hooked up the hot tub. I read somewhere that the tub would partial function without topside control. I energized the board with 220v but nothing has happened. I checked the incoming voltage and each leg is testing at 120. I then checked all fuses and for power on each side of fuse and the are all getting power going in and out of the fuse location. I am stumped on what to do from here. Any help/advice would be much appreciated.
