White Powdery substance on sides and floating HELP!

We have owned several hot tubs throughout the years and NEVER had this issue. We use regular water from the tap with low hardness, normal PH and Alkalinity. 

After about 2-3 weeks in the hot tub, there is a white powdery substance around the sides of the hot tub and some, not as much, floating on the top of the water. The water is NOT cloudy, but a little dark tinted I would say. We only use spa Sense chlorine. Nothing else and never have ahd issues with other hot tubs. We do have an ozonator. 

We tested the water at this point and the hardness is low, PH and Alkalinity are extremely low. Total and Free chlorine are off the charts. We do store our Chlorine outside (granules) and we live in Savannah, Ga. 

We are at a loss as to what this is. It does not seem to be flake (so not mold I am guessing), but very soft and powdery. We thought maybe calcium, but hardness is low. Any ideas?

I suspect you are dissolving scale off of the inside of the pipes, and this is calcium. It is not in solution, so will not register on a calcium test.

Low ph can damage just about everything in your spa. Keep it balanced.
