2004 (i believe? SN M1F1554) tiger river bengal m

well--like a knucklehead, i drained my tub without cutting the power. after an burning electrical smell and a new control panel (retained heater relay board--i think its ok) i filled it up and got it filled up again.

for some reason, the water temp seems to be holding at 91 degrees (set to 101). any ideas on why its not heating up to 101? we're at about the 14 hour mark.

yeah--no error notifications from what i can tell, topside. it seems to rise to ~90 degrees fairly quickly but then stops there. i hope its not the circuit board, as i just replaced that since there were some visibly melted components on the raised piece in the top, left corner. visibly, the heater relay board is fine (i know that's not necessarily the way to tell 100%).
