Combined Chlorine

Posted a couple times and no answer I am thinking I am posting in hot tub water chemistry if not please let me know. Thank you 

 

I used the DPD method and if doing right I use 10ml of water which gives me .5ppm for each drop. If doing right I add the 5 drops to see if it turns pink indicating CC which I have done and it's .5ppm or one drop of titrate turns clear again. When this happens I add chlorine to 10ppm or more shock the tub and the CC goes away, no pink. However this time when the tub got to .5 CC I added 15ppm of chlorine left the top off and ran a couple cycles and still getting .5 ppm hours later. Does this mean its time to change the water? Add an oxidizer? More ppm of chlorine? Not sure what to do??? Thanks
