Rotospa 110v keeps blowing the breaker

As stated me rotospa will turn on for a few seconds. I hear a little buzz and blows the breaker before it starts pumping of anything 

 

was working fine in April, I drained it and it sat over the summer.

 

Not sure where to start with troubleshooting. I am familiar with using a multimeter so I should be able to do some troubleshooting with guidance

You need to get to the back of the pump where you will see a dust cover/cap dead center of the motor. Remove the cap and there will be the shaft of the motor with a slot in it that you can place a flat head screwdriver into and see if you can spin the shaft of the motor. It might just be stuck from sitting or it may need a rebuild. Let us know results
