Leisure bay heater tripped breaker

The pressure switch should only close when the pump is on. The two sensors have resistance in the tens of thousands of ohms, so you need a decent ohm meter set to the 20k setting if adjustable. 

With the heater circuit on you should not get voltage between the high limit and heater relay on the same leg, but will get voltage from one leg to the other. With the heater off you should have voltage across the heater relay if the heater is connected, so voltage to high limit only on one side of the relay. With heater disconnected there should not be voltage on anything but leg to leg.

My meter has 20k ohms still noth
