Tiger River Spas Bengal Model Won't Heat

Hi everyone.

Long story short - my Tiger River Spas Bengal Model Won't Heat.

It was working properly and I had no issues with it, but a few days ago I decided to drain old water and fill it up with fresh one.

After filling it up with fresh water it stopped heating. Everything else works fine.

I tried to reset the heater switch, but it didn't do the trick.

When the jets are OFF, control panel shows solid green light for D13 LIM OK and solid red light for D15 HTR ON (pic below).

When the jets are ON, control panel shows solid green light for D13 LIM OK, D15 HTR ON light is off and D17 is solid red light (pic below).

Just wondering what am I up against here and how bad is the damage?

Any help before I have to call the service guy would be appreciated.

It should turn off the heater when the jets are turned on. 

When the heater light is on, check voltage to the heater at the circuit board connections.

Some heaters have a manual high limit reset, is that what you mean by "heater switch"? Does it reset then trip again, fail to reset, or is not tripping? 

Is the circulation pump running?
