High Pressure on Dedicated 1 1/2 HP Spa Jet Pump

I'm noticing about 23 psi of pressure on my dedicated 1 1/2 HP Spa Jet pump - I recently replaced my old Whisperflo 2 HP pump with a Whisperflo 1 1/2 HP pump and added pressure gauge.  This is a totally separate loop dedicated solely for circulating water from my pools Spa and back through Spa Jets - it does not flow through filter or anywhere else (e.g., heater, chlorinator, ionizer).  What puzzles me more is I would have expected a great flow-rate out my Spa Eye sockets (5 sockets at 1/2" diameter) but flow rate isn't that great.  The pipes to and from the pump are 2" PVC.  I know they eventually transition to perhaps 1" PVC somewhere close to the Spa but don't remember exactly where (pool was built 15 years ago).  Anyone know what the issue may be?
