What voltage and amp rating is the breaker? Is it new? Was it wired by the dealer? Can you post a pic of the controls (topside and circuit board) and wiring diagram? Take them out of the equation... New, old or just cleaned take them out and see if it heats up better. I guessing it's a 110VAC spa and there is no heater in the spa and uses pump friction to heat the water? I was asking because many spas have jumper pins that effect how the spa works depending on available voltage and amps.
