GFCI keeps tripping

I have a down East spa by masterspas  #1200875 and have been dealing with my spa tripping the breaker for the last 4 weeks. I initially isolated it to the heater, which was replaced last Friday. The spa then started back up without tripping the breaker, heated up and ran for about 1 day. I then came home and found that it was shut off and the breaker was tripping again. Not sure if I was sold a faulty heater? But I’m trying to figure something else out now. I used a multimeter and the heater tested within range, however I found that the breaker was not reading the correct voltage. Not sure what is going on, but any ideas would be greatly appreciated.
