I would assume that most spas are manufactured so that the  bottom of the "tub" would sit on a flat surface.  So I say add the cross member supports, sure cannot cost much !

My own spa sits on a concrete patio, so I have no direct experience with this, and cannot remember what the underside of mine looks like...

YES it needs support! Add in the cross braces and then fill the voids in between with limestone screening and tamp it down so it is flush with the top of the wood so the entire bottom of the spa is supported and critters can't make home under the spa.
