Spa motor keeps cycling

Ok ... I have 15 year old tub . I decided to replace the balboa 1500 controller/ heater and replaced the pump / motor . Reason why? The old controller shorted out and I want to keep the tub for a few more years. After the new parts went in the motor ( 2 speed 240v ) keeps cycling on and off . Like 2 seconds each time for about 20 times until the thermal overload kicks the motor off . Did my top controller go bad ? I do have 240v going out 🤔but it doesn’t run like it .. or sound like it’s pumping at 240v ... any direction?
