Protection mode even with new filters

Our HotSpring spa keeps entering protection mode, both when it’s not running and when we try to run the clean cycle. I replaced the filters and also tried running it without any filters in place, but it keeps happening. Any idea what it could be? 
 

Not sure if it’s related, but this first started happening when we were using it and the breaker tripped (not the one that’s connected directly to the hot tub, but the one that’s in the main breaker box), potentially because there was a storm nearby? If it’s not an electrical issue caused by that, it may be because we weren’t able to run the clean cycle after that and there were 5 people in the tub so maybe the pipes got clogged or something. Kind of at a loss for what to do now, any advice/insight would be greatly appreciated!
