In ground spa

I have an in ground pool and spa. Spa is above the pool that overflows into the pool. I just bought the house and I didn’t do a pool inspection. I’m noticing that the spa fills extremely slowly and so doesn’t heat up. It drains ok. The return jets in the pool has good flow. I don’t know what to think. The air holes for the Venturi effect are also patent. Can someone please guide me?
