FLO Error CAT200 Catalina Spa

I have a CAT200 Catalina Spas Hot Tub. Just replaced the large pump, small pump, circuit board and heater as well as the flow sensor. Now I turn on and get a FLO error. I have bleed all pipes I can. Primed the jets. Removed and replaced the filters. I even tried adjusting the pressure sensor. The hot tub will just not circulate. I may have mis-wired somewhere, I guess. The tub will heat and work when jets are on too. I am about to break down and pay for service but want to see if anyone has fixed this or has a CAT200 to compare wiring.
