No heat from Balboa VS501Z

I have a Balboa VS501z that has no heat. Meter testing to the heater had normal results, the red heat light on the control panel is on but heat never reads more than 50. We replaced the heater, and still have no heat. System goes through priming, heat light comes on but we get no heat. Pulled the circuit board, and there are no burns. Entire system appears pristine, but we have no heat. Please help solve this mystery!

What Does that mean?  What is the electrical service to the spa?  How many volts across the two heater leads on the circuit board?  How many volts on each individual lead to ground?

For a 240V spa, you should get 240 Volts between the two heater leads.  If you get 0 volts, and the heating indicator is ON, it probably means the circuit board is bad.  For whatever reason, one of the heater relays isn't closing.
