New Balboa topside panel -- too dim

I'm new here but have just completed a Balboa VS control retrofit of my 15-yr-old spa. New controller, heater and topside panel. It all works well but the topside panel is very dim. My older ML700 panel was completely illuminated when all 3 bulbs were working. The new VL700s panel has built-in lighting (no replaceable lamps) and only the LCD display is lit when the pumps are off. All the buttons are dark. The pump buttons only light as each pump or the Light button is turned on but the buttons for Warm/Cold/Mode are dark all the time. See photo. My distributor says this dim lighting is normal. Does anyone else have experience with a VL700s (or VL701s or VL702s) panel and how are they illuminated? (These panels all have flat cables with RJ45 connectors, not the older Ampex connector.) Thanks.
