Nu-wave controls

Hello everyone. I purchased a older spa with a Nu-wave spa controls, inc. I believe it's a supreme series  model NU-1000. It is wired up 220.  I let it run for 6 hours and the water did not warm up.  Do I need to let it run longer? Or do I have a problem with the spa? It's a basket case. I know there are 3 air switchs on this unit. Do all of them need to be hooked up to a switch? It only had one air button on it when I purchased it. Any info will help. Thank you Toby
