Hot tub won't start

Hello!

Hoping to get some help with my new used hot tub. It is a Phoenix Spa model number PHX05 currently using a Balboa 52903 circuit board and Balboa 51223 topside panel. I had it connected by an electrician and it looked like it was up and running (jets, blowers, heating up all good) so I ran a system flush to clean it out, drained it, and filled it back up.

After filling up and reconnecting the power it turned back on, blowers and everything working, and I left it to heat up. I came back to check after about an hour and the blowers were off,  but the panel kept cycling through the temperature. From 80 up to 104 then back down over and over again. None of the buttons did anything, blower or pump wouldn't engage, and turning the power off and on didn't change anything.

I ordered a new topside panel, called Balboa and the one that that was made for the tub was no longer manufactured but they have me the part number of a generic topside that will work for my tub. Still had the exact same issue with nothing on the tub powering on except the topside LED with the temperature going up and down from 80 - 104. 

I used a voltage meter where the wires connect to the circuit board and it was coming up at 240 when i measured the red and black wires, so power is making its way to the board. I didn't see any corrosion or the board or top panel. 

Anyone ever experience anything like this?
