Hot Springs no fault heater

After refilling my hot tub, heater isn’t getting hot, only Luke warm. I have 240 v and 15 ohms at heater. It has good circulation and no air locks. The heater is about 12 years old. My question is, is the heater still defective even though it has good resistance? It is a Hot Springs tub with a no fault 6000 heater. Thank you for any help. Also circuit board was replaced last year.
