I have tested it twice and it is regestering 0 on my test stick. I moved it up to a 6 and it’s still 0. Any advice would be helpful! It’s also full of suds. It’s also full of suds. I don't know what a test stick is, do you mean test strip. Anyway, with all the sudsing, sounds like you have contamination, you definitely have surfactants in your water. I'd drain, refill, twice, then super brominate using bromine tabs and persulfate. Your organic contamination is oxidizing your bromine quickly, why it cannot register. You might also want to purchase an inexpensive chorine/bromine test kit at pool store or Home Depot to use while you figure this out.
