Beachcomber dead

I have a early 2000s beachcomber hot tub. It has the 3000T control unit. The problem I am having now is the tub seems to be dead. I have power to the main circuit board,  I have double and triple checked that,but nothing works. The tub sat all summer and we are trying to get it up and  running for the winter. It ran fine last winter . The pumps don't work, the radio has no power, the temp and pump control display on the tub itself seems does not work or show anything. The lights don't work. There is a small LED on the control board that if I remember correctly used to glow red when the tub was working correctly. Is there a reset switch that I am overlooking or is my circuit board bad? Any advice is appreciated.

Have you confirmed that you're getting full electricity to the spa?  That would be my first step.   Be careful, use your voltmeter in AC volts 600 volt mode in case your power to the spa is 240 volts AC like mine is. 

My spa is old, but has a separate circuit breaker on the side of the house, maybe yours is tripped or defective.  I also installed a ground fault circuit interrupter in the spa itself, maybe you have one on a wall near your spa.
