Your filters could be clogged, which is preventing the circulation pump from moving enough water which can shut the spa down.  Try removing the filters, then power down the spa, wait about 30 seconds, then power it up.  If it starts to work, you probably need new filters.  You can't just visually inspect the filters, minerals can be clogging the paper pleats which aren't so visible.

What kind of hot tub is it?  If it's a Hotsprings, a flashing power light indicates a hi limit sensor failure.
