Vista Hot Springs spa

I have a 2004 model SS Vista Hot Springs spa. I disconnected my tub and gave it to a friend. When we reinstalled it at his house the pump breaker kept tripping. This is a 2 pole 30A GFI breaker. I tested the breaker and conductors to make sure they were good and they are. When I removed a wire from the terminal board, in this case terminal 2, the breaker reset. Does this mean I need to change the whole board? I've noticed on line, a few stores sell a heater relay board which looks a lot like the board I am questioning. Is this the correct item to change? What else should I check? I've disconnected both pumps at the board to make sure there is no load on the board but the breaker still trips so I know it is not tripping due to a bad motor. Any suggestions would be greatly appreciated. Thanks
