Does Hot Tub Heater Require Pump To Be Running?

Okay that's what I thought, but I wasn't sure if they made some heaters with some sort of embedded pump or something.

The 2 work together. The pump will run without a heater but the heater needs flow through it in oder to heat up. It does this by way of a sensor to detect flow. Once flow is detected the heater will light up whether it's electric or gas.

Ah, okay. Makes sense. Where would that sensor be located? Is it part of the heater itself or does the control panel handle it?

I't likely after the pump and after the heater itself. But could be between the two.
