Charles I would go to your local spa reatiler and ask for "303 Vinyl Protectant". I have a feeling it'll taker it off and I know it's the right product to treat the material. OK with that out of the way try cooking oil or a spray oi like pam. WD-40 should also work. I think when your done you will may still have some stains on the cover.
