Turns out when the electrician was wiring the box inside the hot tub he did not wrap the wire properly and this cause a shortage. Thank you for your help and the expert info! Much appreciated.

Should I be alarmed? The voles are burrowing under the swim spa, there is a standard enclosed bottom and it is sitting on a gravel pad.
