Tomspool

i have an indoor swimming pool with two skimmers. There appears to be a leak on one of the skimmers, between the skimmer faceplace and the pool wall, the mortar is disintegrating leaving gaps. Can i fix this leak with a pool putty or 2 part epoxy?
