Is the spa wired 120V or 240V? If 240V do you get 240V at the 2 heater terminals? Post photos of the circuit board and schematic on the inside cover. Also make sure the spa is set to Std (Standard) mode and not set in ECN (Economy) or SLP (sleep) modes -

Sounds like a blown heater relay. Remove the board and look on back for dark spots or damage behind the K3, K5 relays.

Hot Springs diverter valve not diverting

Turn main power off. Pop the handle off and then unscrew the round part underneath. Under it you will see the diverter valve. Often people try to turn the handle when the pump is running in high speed. There is a lot of pressure there when the pump is in high and it can break the valve stem. Always turn the pump off or to low before diverting water flow. -
Relays are pretty cheap and if you can find a local electronics repair shop it will be way cheaper than new. I have a local guy and normally have him replace all the relays on the board to freshen it up again. 100+ done... Never had a call back. You might want to search for a package deal with pack and matching topside if you have to replace the topside. The only thing that will switch to 240V is the heater. From 1KW to 4KW. Pump and any other components remain 120V -

When testing follow the power as seen in this video. Sounds like a blown K2 heater relay. Make sure heater light indicator is solid and not flashing when testing. https://www.youtube.com/watch?v=oiQBBHtejMA&t=303s

Below Manual From 2018 but should have most of the information you might need. Normally a 50 AMP GFCI is used. Need to see the circuit board and the schematic on inside cover. I would install a 60 AMP. When using a 50 the spa can run main 2 speed on high + heater but when you engage the second high speed pump the heater will cut out. You could run P1 on low P2 on high + heater but again once you place P1 to high the heater will cut out. Some Balboa packs can be made to run off a 60 AMP with a "Dip" switch setting change and be able to run all pumps and heater at same time. Post the pics. First understand free hot tubs are never free. I would take it one step at a time. Put it in the location you want. If you know what jet was leaking I might remove the jet and run a bead of marine grade silicone around where the jet body meets the acrylic. Wait for silicone to set then fill it and see of it holds water. New or used you have to run electrical to it. If you get past step one and it will hold water then you are in a good starting point. If you can get to the back of the motors there is a slot in the shaft of the motor. Use a flathead screwdriver and see if it will turn. If they turn freely you are ready to hook up electrical and flip the switch. What brand of spa is it? Post photos of the spa with the front panel open so we can see what you have. What condition in the cover in? If you get all the way to a running tub I would run a plumbing line cleaner like Ahh-Some through it then drain clean and refill before I let anyone use it to remove any nasties from inside the plumbing.

A little bit confused here. The TP series of topside controls connect to the circuit board using a Molex style connector. The VL series uses a phone jack style. Post photos of the circuit board and the schematic on the inside cover of the pack. As for heating use a multi meter and test for 240V coming off the circuit board. You might have a blown heater relay and in that case you will likely only read 120V coming off the board. There may be a "Dip" Switch setting for the topside and how it operates.
