That was it and everything works now. The instructions on the pack were incorrect. It has a jumper that you need to add for 240v. The pack says you need to remove it for 240v, and add it for 110v. Thanks for the help.

I replaced my 15 year old spa pack and now my pumps run slow and overheat. They worked fine with the old spa pack. Spa pack is a balboa vs501z.
