I believe the same as John, the whining you are hearing is the motor trying to start, but with either a bad capcitor or damaged winding, it cannot. There may be a burned/bad spot in the winding and by turning it, you are allowing it to create the field to start. I had a motor that I could turn by hand, with power off, when I powered it up, the load spiked to 100 amps and I couldnt turn it with a breaker bar, it had a failed winding, and it would hum like crazy.
The safeguard, is the breaker, some motors have a breaker built in, but not many. Send it back, or have a local motor shop test it for a few bucks, before investing in shipping costs?
