Probably because your TA and hardness is too high. Switching to bromine will not fix this and IMO will make it worse.

I have been using bromine in my tub for years but have always had one issue: Soda pop like water when using the bubbler - instead of the large wonderful bubbles I would get the tiniest fine bubbles that burst leaving a fine mist that is mildly irritating when breathing. Because of this I just stopped using the bubbler. My city water is high pH, high TA, normal hardness. Both the high pH and TA can be balanced by repeated small doses of acid but balancing never really improved the fizz problem. The water would produce good bubbles for the first 2 days after a clean fill and balance but once the water sat for a few says the fizzy water would begin even if the tub was unused. IMO is is the bromine forming some small particle that won't floc and doesn't get filtered. These particles form bubble points resulting in fizzy water. I finally beat the fizzy water problem with my local water (Guelph Ontario). I am not sure which of these changes fixed the fizzy water so you may want to try them all. 1) Installed a DEL SpaEclipse ozonator 2) Put in my Beachcomber filter. 3) Used a Micropure prefilter to prefilter the water ( I am not really convinced this is important but I did notice a the scummy foam I usually get after a new fill was absent after prefiltering) 4) Added the standard stain and scale inhibitor 5) Let my water come up to temperture 6) Added "pH down" in small 20g batches to reduce pH and TA with a good interval in between for rebound. 7) Added Lithium Chloride to about 2ppm 8) Made sure ozonator was delivering ozone (it wasn't but that is a different story - the Red Mazzei is the only one that works) - fixed problems - ozone working properly 9) Continued acid to balance water 10) Removed Beachcomber filter and treated with filter cleaner 11) Replaced filter with a Micropure filter. Perfect water for the first time in 6 years. One week so far and no fizz, scum, foam or odour. Sirandar
