I have an older spa - no idea what model. It's properly wired for 240 and has been working fine until recently. When I turn the heater on the 50 amp circuit breaker at the panel trips- the GFCi does not. It trips after about 3 minutes. It does not trip if I leave heater off. I replaced heater element today, no change.

Test the amp draw at the breaker with a clamp-on ampmeter. A 50 amp tub should draw 40 amps or less with everything running, including the heat. If the breaker trips with less than 50 amps, then the breaker is bad. If you are drawing over 50 amps, you'll have to check individual tub circuits.
