I have called circupool and they said the cell is working. Second mostly like from the first issue last night we got rain and my pool went from clear to brown green here are my water readings

Well your CYA is really high, meaning you will need a TON of chlorine to keep her in good shape, right now you are sitting at 0. I would try to get your chlorine levels up ... perhaps a few gallon of bleach and then retest.

How does circupool know your cell is working ?

Chlorine does not cut down CYA. Only water dilution/replacement lowers the CYA level. As for lowering the pH, using Muriatic Acid would be better than using dry acid (sodium bisulfate) because you don't want to add lots of sulfates to the water since it can be damaging to plaster surfaces.
