Hi,

We had a pool built in our yard about 5 years ago. We have a spa raised 18 inches above pool water level that sits on a patio back behind the pool.

There are 2 steps that are in line with raised bond beam on the pool; 1 at 6 inches, the next at 12, and then the step up to the spa level. We had a contractor come into our yard for another project and he said that having steps that close to the pool violated a local zoning regulation that steps had to be at least 5 feet away from a pool edge. Is he correct that we are in violation? We are in San Diego, Ca. We used a "name" contractor for the original pool.
