No Heat On Low Flow

I have a Jandy zs heater and cannot get it above 80f in low flow and 90f in high flow even though the temp is set at 104f

any ideas

It this manufacturer swim spas fault or created after bought it? How many years old? Have you tried any local hot tub makers advice? You may need to replace entire assembly which is responsible for water temperature.
