Had an in-ground pool started and right before plaster was sprayed we realized that the slopes originally designed were much steeper than anticipated. We would like some new steps to be put in an raise the water level up from almost 6 ft to 4~4.5 ft. The pool has sat for about a month now as we have tried to find a solution.

Question - what are the issues with adding concrete over existing gunnite? Contractor says they will rebar and epoxy all joints along with seal all joints where concrete meets existing gunnite but will that be enough?

Pictures added below of current status and new design.
