Vinyl Liner Discoloring

I have a two year old vinyl liner that is discoloring. It is bad at the seams and the shallow end. The pool is salt water and the water chemistry seems to be okay each week. What would be the cause?

Chemistry or a cheap brand liner. My guess is the chems.
