Cement Pool - Starting Over

As with most new homeowners, we've uncovered that the previous home owners really didn't take good care of our inground 20x40 cement pool. For a number of reasons, I've decided to have my local pool contractor sandblast the pool and start over. My contractor has given me 2 options post-sandblasting: plaster/epoxy paint the new surface (quoted $11k) or just lay a product called EcoSmart Epoxy Systems ArmorGuard on top of the concrete (quoted $9k).

Obviously budget is important, but has anyone ever heard of this company or does anyone have any suggestions which way to go? If it helps, I live in the Boston area so if anyone has any suggestions, please let me know.
