I have a pool (figure 8 so to speak), I have drained my pool, and left it drained for 4 weeks - i have noticed that some of my plaster/mar-site has fallen off and now has exposed some cement. My question is do i need to re-mar site my entire pool? Can I just patch it? Does exposed cement really do anything harmful to the pools foundation?

Just want to know how to proceed. Thanks.

You need to test the entire pool for delaminations. Any delaminated plaster needs to be removed and redone. If there is a lot of delaminated plaster, then you will probably need to redo the entire thing.

You can tap on the plaster with the plastic handle of a screwdriver and listen for hollow spots.
