Cal Spas Heater Question (Electrical)

I have the Cal spas CS5000 and the heater wont turn on. I have 120V to ground on each leg to the heating element but not 240v between those two legs. I put my amp clamp over each wire to the heating element also and it isn't drawing any current.

I have the correct voltage coming into the spa control box from the panel.

Is there something that would cause it to not read 240v between each leg on the heating element to turn it on?

I will disconnect the heater element from the terminals then check voltage at the terminals again and see if it has lost a leg. I know the correct voltage is coming in from the panel so if it loses 1 leg to the heater element terminals what should be my next step? I don't understand the control board and all the little attachments on it that well of how to test them.

I disconnected the wires to the heater and measured the voltage on posts 1 and 3. 3 had 120v hot to ground. 1 didn't have anything hot to ground and nothing hot to hot (1 to 3). It looks like the diagram shows that 1 goes around and connects to 6. I did a continuity test between 1 and 6 and didn't get anything.

On the diagram it doesn't appear that there is anything between 1 and 6 so what can I check now? the 30a fuse on the other side of 6 is good as I did a continuity test on that.

any ideas?
