Need Help With Leisure Bay Pump Setup

I recently made a mistake and purchased a second hand hot tub from what seemed to be a reputable seller. Unfortunately he took the money and ran on me and I am stuck with a tub that is overheating daily due to what seems to be a bad setup. Hopefully someone can give me some insight to help me fix the issue.

The tub is a Leisure Bay with the Extreme Tech Genius Controller. The control panel model is a Balboa 51789, the LB104. This give me the option to have 2 dual speed pumps and an optional circulation pump. The current set up has 2 single speed pumps and a blower. The pumps are both Emerson 3hp, 11 amp, single speed motors. Pump 1 which runs the main lounge jets and heater is wired up as a circulation pump, running all the time and Pump 2 which runs the rest of the jets is wired to the Jet 2 button. With this setup, the 11 amp motor running non-stop creates so much heat, that even with the heater shut off, the temp continues to rise a degree every hour. This setup seems completely wrong.

Shouldnt the optional circulation setup only be used if you had a dedicate circulation pump and instead In this configuration, shouldnt Pump 1 be a dual speed pump, wired to the Pump one relay? Am I correct in understanding that wiring it in this manner, Pump 1 would run on low speed continuously and high when the Jet 1 button is pressed?

Any knowledge would be greatly appreciated.

Yeah I am sure there is no circ pump. Not to say there wasn't one originally. The way it is plumbed right now, I dont see where it that the water pickup would come from unless they change all that as well. As it is, I bought a new pump, 2 stage pump and added it in. Now pump 1 is the circ on low whenever the heater is on and during the filter cycle twice a day. Is that enough water circ or should I purchase a small circ pump, replumb so that the water from the additional circ runs just through the heater? Input is greatly appreciated.
