high salt doesn't damage the cell, it usually damages transformers and other power components on units which are not protected against it
low salt damages the cell in a sense that it has to work harder to produce same amount of chlorine.
i don't think you are allowed to use them on their own in USA, at least not in public pools

salt water (in concentrations required for operation of SWG) cannot cause any reactions
it's about the concentration of human tears
so you would be having reaction all the time
other than that - yeah it's chloramines
shock your pool, try to find out what causes the level to rise
