Total Hot Tub N00B With Some Issues - Sundance 850

Ok, so I have to start out by saying, this is my first hot tub ever. 36, and first hot tub, yup, I'm that guy.

So here's the story. Picked up what looks to be a 1999 Sundance 850 dual pump from Craigslist. Upon arrival, I see that a rat made its home inside. The ribbons to the topside were chewed through, so I replaced those. The home I have is apparently already wired, so presto chango, I have power to the board. Nothing turns on. There is power to almost the entire board, the light comes on, but nothing happens. I have attached a picture with everything that is not registering power highlighted.

The topside has a lot of weird stuff on it, which changes every time I cycle the power, nothing changes when I press the buttons.

So with that said, I read a forum post where it said to disconnect the topside and power it on, and pumps etc should power up. Nada...

There was one fuse out, (top right vertical fuse) and I replaced that with a slow burn fuse, still nothing.

Here are my questions, which if I should be asking another question please tell me:

1) Should my system turn on without the topside connected?

2) Knowing that I am getting good power throughout the board except power out, is that controlled by the topside, or the possibility of a bad board?

3) Should I be worried that the topside is bad, or the CB, or both?

4) Is there a way to test the pumps without the CB?

By the way, to clarify, there was some insulation off some wires, and all of that was repaired, so there are no exposed wires.

Sorry to be such a n00b, and I hope you take pity on this poor dad.

Hey, just wanted to take a moment, and tell you all how much this forum sucks. 128 views, and the only replies are mine. To continue with the amount of help I received, I did solve the issue, it wasn't the topside, and there were some secret tricks to do it. Hope you enjoy the crappiness of your forum.
