Spa Overheating

We have a Spa that has a Balboa 2000Le M7 Spa Pack. I recently had to replace the main motor and pump. Since that time the Spa overheats and the water reaches 110 degrees and the High Temperature then shuts the Spa off. I am thinking it could be a problem with a stuck relay. The temerature sensors seem to be working properly and displaying the correct water temperature, but the heater won't cut off when the preset temperature is reached. Do I need to replace the entire board? Or is ther a way to just replace the relay?
