Odd Piping Configuration

Hello everyone,

I have a question about piping configuration for my inground pool. I noticed the other day when I plug a couple of the jet ports on my spa, the water ejects from a pipe sticking out of the ground that is next to the spa. Upon closer inspection of this pipe, I noticed it was capped but then also has cut marks as if if it was accidentally cut. Is this pipe necessary or was this a piping configuration mistake? If its a mistake, can I cut and cap this pipe?
