Air In Line, Help, Suggestions?

I've lived in my house for about 5 years now and I've always had about an inch of air in my pool/spa combo pump's skimmer basket. I've ignored it thinking I would deal with it when I install a new pump, maybe a gasket, seal, or otther. This last weekend, I installed a Jandy Variable Speed JEP1.5 pump. After everything was said and done. . . Still an inch or so of air. It doesn't matter if the pump is running at the slowest or fastest speed. I have the same amount of air if I'm sucking water from the pool or spa.

On the suction side of my pump, I have a jandy neverlube valve. I replaced the gaskets just to be sure. . . Same thing. I heard someone say to remove the filters as maybe they're causing issues. Filters out. . . Same Thing. Today, I pressure tested the SPA's drain line to 20PSI and it holds. . .

All of my plumbing is 1.5". At each fitting of the pump, filter, and heater, I use a 2" to 1.5" reducer. Could I be creating some type of vortex with my reducer at the pump?

Anything else you guys would recommend I try?
