how often should the bulbs be changed on the UV filter?

I don't know that UV bulbs wear out. Meaning that, i don't think that they start sanitizing less or get "dim". If you can see the tube or bulb when the unit is on, you should be able to see when the light goes out. So replace when they go out, just like regular light bulbs.

The ultraviolet radiation from an ozonator bulb or UV water treatment device will not be visible and would be dangerous to be exposed to.

Any such device should have an indicator that tells you if the unit is working properly. When the bulb stops working, the unit should give some sort of indication.

What make and model do you have? Do you have the owner's manual?

All three of the manufacturers that i deal with have a sight glass, or some kind of peep hole that you can see if the bulb is lit or not. I can see if the bulb is on.

UV bulbs can produce secondary emissions that can include some visible light.

Some units have a sight glass. The glass is transparent to visible light and mostly, but not always totally, opaque to UV light. The visible light is not a reliable indicator of UV output. For safety, it is best to minimize the use of the sight glass.

The only way to reliably monitor the proper operation of the bulb is with a UV sensor.

The bulbs are typically rated for about 9,000 hours of continuous operation (About 1 year) or about 1,000 on/off cycles. Unless you have a good UV sensor, the bulb should be changed every 12 months.
