I think that may be a good price, but it's mostly for labor. I'd try to get them down a bit. In CA there's probably many contractors that will want your business. Just be bold and say "Is that the best you can do?" Don't take the first bid and have them compete for your business.
There may be organic matter in your water, but that may be cleared up with a bottle of Phosfree. You can get that at most pool stores. It eliminates algae's food source, which is phosphates.
Draining is recommended every 3-5 years, but it really depends on the pool usage and how many chemicals you add. If it's heavy use and alot of chemicals, probably every 3 years. If it's two of you just splashing around, every 5 years.
To get you plaster back to white you could do an acid wash, but I'm not a big fan of them because it strips away the plaster. If you have an algae problem, then do it, otherwise, leave it.
Brown spots might be staining or the rust coming through the plaster.

About acid washing a Pool if It is Marble Plaster Dont because it desolves the Marble (Just put some marble into a glass of Acid and you will find it disapears.)
Some one is advising you to empty your pool every 3-5 years RUBBISH.Good for the chemicial sales and the water board.
Live with what you have got and one day replaster with a 100% Quartz Plaster because Quartz will not be effected by Acid.
